European Standards (EN / CE)

The EU applies one of the strictest EN standard systems in the world, especially regarding formaldehyde emissions and legal timber origin under EUTR/EUDR.

EN 636 Plywood standard for construction use β€” classified by service condition: EN 636-1 (dry), EN 636-2 (humid), EN 636-3 (exterior). Mandatory
EN 314 Testing method for bonding quality. It is divided into 3 classes based on service conditions. Class 3 is the highest level for exterior exposure.
EN 717-1 Formaldehyde emission test by chamber method. The E1 limit is ≀ 0.124 mg/mΒ³ under the latest EU regulation effective from 2023. Important
EUTR / EUDR Requirement for legal timber traceability (EU Timber Regulation). From 2025, EUDR requires proof that timber does not come from deforested areas. FSC is the most common pathway to compliance. EUDR 2025
EN 13986 CE marking standard for wood-based panels used in construction. Products must have a Declaration of Performance and CE marking when exported into the EU.

U.S. Standards (EPA TSCA / CARB)

The United States uses two parallel formaldehyde compliance systems: California CARB (often stricter in practice) and EPA TSCA Title VI at the federal level.

CARB Phase 2 California Air Resources Board formaldehyde emission standard. In force since 2009, it is widely considered the strictest standard in the United States. Limit: Plywood ≀ 0.05 ppm. Mandatory in CA
EPA TSCA Title VI Federal regulation effective from 2019, equivalent to CARB Phase 2. All imported composite wood products entering the U.S. must comply, including finished products containing plywood components. Federal-wide
ASTM D3043 Standard for testing bending and mechanical properties of structural plywood. Commonly requested for Packing Plywood and container flooring exported to the U.S.
PS 1 / PS 2 Performance standard referenced by NIST/APA for Construction Plywood (PS 1) and Structural Plywood (PS 2). Classified by wood group, ply count, and structural rating. Referenced in U.S. building codes.
LEED Credits LEED green building projects require wood products with FSC certification or low-emission compliance. CARB compliance plus FSC is one of the strongest combinations for earning LEED credits. Green Building

Korean & Japanese Standards

These two Northeast Asian markets often require inspection or compliance under recognized local systems β€” Kofpi in Korea and JAS in Japan.

Kofpi HB/SE Korea Forest Products Inspection Corporation standard. It checks bonding, formaldehyde, and dimensions under Korean requirements. Kofpi reports are requested by many Korean importers. Korea
JAS Fβ˜…β˜…β˜…β˜… Japanese Agricultural Standard β€” the highest formaldehyde grade in Japan (emission ≀ 0.3 mg/L by desiccator method). Comparable to EU E0 level. Japan
JIS A 5908 Japanese standard for particleboard and MDF, often referenced alongside JAS for broader technical requirements on wood-based panels used in construction and furniture.
KS F 3110 Korean Standard for plywood β€” covering size, thickness, adhesive type, and surface requirements. Classified by type (Type 1/2) and wood group, similar in logic to U.S. PS 1.

Middle East & Other Markets

Markets in the Middle East, India, and Southeast Asia often refer to international ISO standards or country-specific requirements.

ISO 2426 International ISO standard for plywood β€” classified by service condition and minimum technical requirements. Widely accepted in the Middle East and in markets without their own dedicated standards.
BS EN 636 British Standard equivalent to EN 636, still used in markets influenced by the British standards system such as the UAE, Qatar, and India.
IS 303 (India) Indian Standard for plywood used in construction. Requires BWR (Boiling Water Resistant) or MR (Moisture Resistant) performance with bonding roughly equivalent to EN 314 Class 2/3. India
GB/T 9846 Chinese standard for general-use plywood, often used as a technical reference for products exported to Southeast Asian and Middle Eastern markets.
 
FSC / PEFC Certification

Legal timber origin β€”
an essential requirement for the EU & U.S.

FSC (Forest Stewardship Council) and PEFC (Programme for the Endorsement of Forest Certification) are two international systems that verify timber comes from responsibly managed forests β€” now essential for exports to the EU under EUDR and for LEED-related projects in the U.S.

Meaning and Requirements of FSC / PEFC

Unlike product quality inspection, FSC/PEFC is a supply-chain certification β€” from forest to factory to final product. Maintaining certification requires annual audits and complete traceability record retention.

 

FSC Chain of Custody (CoC): This certifies that TTPLYWOOD can trace timber origin from FSC-recognized forests to the finished product. Every FSC shipment carries a certification code that can be publicly verified in the FSC database.

 

Annual audit: Independent certification bodies (Rainforest Alliance, SCS, BV, etc.) perform regular factory audits to ensure the traceability system works correctly. Audit results form the basis for certificate renewal.

 

FSC 100% / FSC Mix / FSC Recycled categories: FSC 100% means all timber comes from FSC-certified forests. FSC Mix allows controlled mixing. EU and U.S. buyers commonly request FSC 100% or FSC Mix Credit.

 

EUDR 2025: From December 2025, the EU requires importers to conduct full due diligence proving timber does not come from land deforested after 2020. FSC is one of the simplest paths to EUDR compliance.

FSC/PEFC Chain of Custody certificate for orders requiring legal timber origin. Includes certification code, FSC timber lot number, and product declaration showing FSC compliance. The certificate can be verified in the public FSC database.

Formaldehyde Emission Report

Separate formaldehyde emission report prepared using the method appropriate to the destination market: EN 717-1 (chamber method) for the EU, desiccator method (JIS A 1460) for Japan, or perforator method (EN 120) when required. Results are classified as E0/E1/E2 or CARB/TSCA compliant.

Detailed packing list by bundle/pallet, including sheet count, weight, and batch number. Also supported by actual warehouse inspection photos before container loading: surface condition, thickness measurement, loading arrangement, and container condition before sealing.

Mill Certificate / Batch Production Record

Internal production lot record including manufacturing date, adhesive formula, pressing parameters (temperature, pressure, time), internal QC results, and accepted/rejected panel quantities. Retained for at least 3 years and available to buyers when traceability is requested.
